- Worked on child-support enforcement (“deadbeat dad”) legislation. The Child Support Recovery Act (H.R. 1241 and S. 1002) was introduced in the spring of 1991 and became law on October 25, 1992
- The summer matches Duluth’s bid for a Northwest Airlines Airbus maintenance base: Governor Carlson and Northwest announced a tentative agreement in May 1991, the Legislature authorized financing that month, and the $838 million package was approved December 16, 1991. The Duluth base opened in October 1996
